Vote delay, maps, brain PS

The time you have to wait once the map loads in order to vote is at 60 secs, the same amount of time as pregame. maybe make it 30 secs?

Also, there's no wasted or spambox on the quakedev server.

Was PS on brain deemed too powerful, or was it just forgotten to be put back in?

The power shield for brains were introduced in a later version than 4.4, so you could say we forgot about it but I'm not sure if we're gonna bring it back.
